This is a draft bill (not filed yet and could change) that came out of the yearlong Arkansas Legislative Council Subcommittee gun study. Keep in mind that many of these changes didn’t come about until public comments were over. We’ve been doing everything possible to get this bill amended or shut down and were successful in making improvements to the bill. Yes, the previous bill was worse. This Bill will be filed soon with Representative Wardlaw and Senator Hill as the Sponsors.
This is a dangerous bill for those who carry firearms, especially women who purse carry and could potentially destroy 178 years of Case Law which opens the door for law enforcement to arrest without consequences and then the court process starts again establishing case law costing Citizens millions of dollars.
Keep in mind this bill potentially will create criminals out of many who have zero criminal intent and the larger population inadvertently violating this statute will be women who purse carry and forget that they have a firearm on them.
